Edward Serna honored for three decades of exceptional leadership and dedication
Receives Bob Bullock Award for Outstanding Public Stewardship
Austin, TX – June 21, 2016 – Edward Serna, deputy executive director of the Texas Workforce Commission (TWC), was awarded the 19th annual Bob Bullock Award for Outstanding Public Stewardship at the Texas Digital Government Summit on June 20.
Serna manages TWC’s day-to-day operations and provides guidance and oversight to internal service departments including IT, finance, business operations, human resources management and business transformation.
Serna’s tenure at TWC is the capstone to a public service career of more than 30 years in Texas state government, including executive-level posts with the Texas Department of Transportation, the Texas Department of Information Resources and the Texas Commission on Environmental Quality.
Larry Temple, executive director of TWC and a previous recipient of the Bob Bullock Award, praised Serna’s selection.
“I cannot think of anyone more deserving of this award,” said Temple. “Ed’s wisdom and experience provide the steady hand that is so needed when everything seems to be in the deep end of the pool at the same time. His expectation of perfection and demand of accountability are balanced so perfectly with his firm, but fair leadership style. Any organization would be lucky to have him as part of its executive team and I’m so grateful that TWC just so happens to be that organization.”
The Bob Bullock Award is presented each year to a Texas state executive or elected official for outstanding leadership, innovation and a career that demonstrates dedication to serving Texas citizens. Bob Bullock was a former Texas politician who also served as the state’s comptroller.

In addition to Temple, past winners of the Bob Bullock award include: Senator Kirk Watson, 14th District, Texas Senate; Kyle L. Janek, M.D., Texas Health and Human Services executive commissioner; and Jerry Patterson, commissioner of the Texas General Land Office and a Texas State Senator.
